Want a warehouse management system (WMS), transport management system (TMS) or electronic proof of delivery, but worried about the investment? The Government's Pilot Subsidy Scheme for Third-party Logistics Service Providers (TPLSP) is built for Hong Kong's logistics sector, funding technology that lifts efficiency and productivity. It is run by the Transport and Logistics Bureau, with the Hong Kong Productivity Council (HKPC) as secretariat.

How much funding is available?

  • The Government covers up to two-thirds of the total approved project cost
  • Your company pays at least one-third in its own cash
  • Cumulative ceiling of HK$2 million per company (including FILAS and the project audit fee)
  • Audit fees count towards project cost up to HK$10,000
  • Applications open all year until the HK$300 million fund runs out; no application fee

Who is eligible?

  • Non-listed enterprises registered in Hong Kong under the Business Registration Ordinance (non-listed subsidiaries of listed companies also qualify)
  • Substantive third-party logistics operations in Hong Kong — tracking, inventory management, pick and pack, labelling, just-in-time delivery, freight forwarding and similar
  • Business related to inbound or outbound goods, not purely domestic consumption
  • Documentary proof of operations, such as employee records, tax returns, contracts and invoices

What projects can be funded?

Funding covers engaging a service provider to implement logistics technology, plus related hardware, software and training — for example a WMS, mobile scanning for receiving and dispatch, fleet and route management, ePOD, and integration with your ERP. A project already funded by another government scheme cannot apply again.

Step-by-step application

  • 1. Define the operational problem: picking errors, inaccurate stock, unclear delivery status
  • 2. Agree scope, schedule, deliverables and a detailed cost breakdown with your service provider
  • 3. Get quotations by value: at least two written quotes up to HK$300,000; at least three from HK$300,000 to HK$1.36 million; open tender above HK$1.36 million
  • 4. Download the form from the HKPC scheme site, complete it in English or Chinese, and submit it electronically with supporting documents
  • 5. The secretariat checks it, the Management Committee assesses it, and you sign a funding agreement on approval
  • 6. Implement the project, submit progress and final reports, and receive the balance after audit

Common mistakes

  • Signing contracts or starting work before approval
  • Too few quotations, or quotes without a cost breakdown
  • Vague objectives that don't show how efficiency improves
  • Underestimating the one-third cash contribution
The subsidy reduces the cost. The real return comes from choosing a solution that makes every order and every parcel visible.
